Hit and Run is a tactic applied in-game. It is which one fires his weapon into as many opponents as possible to attract as much attention as possible. Then others behind him use his cover to kill opponents while they are distracted. Teamwork is crucial and team chat is a must. This tactic is best used with shotguns and submachine guns.
